In order to deepen the paperless reform of customs clearance, improve the foreign exchange service and management of goods trade, further reduce the circulation of paper documents, and optimize the business environment, the general administration of customs and the state administration of foreign exchange have decided to completely cancel the certificate of customs declaration, certificate of foreign exchange payment and certificate of customs verification for processing trade. If an enterprise is required to submit a paper declaration form for handling foreign exchange receipt and payment of goods trade and verification and cancellation of processing trade, it may print the declaration form on ordinary A4 paper and affix the official seal of the enterprise through China electronic port.

This notice shall come into effect on June 1, 2019, and the notice of the state administration of foreign exchange of the general administration of customs on cancelling the printed certificate of customs declaration receipt and payment of foreign exchange (notice of the general administration of customs and the state administration of foreign exchange no. 52 of 2013) shall be repealed at the same time.
